Travel to the South Carolina welcome center at exit 1 on I-20. Drive around to the back side near the bathrooms.
With your back to the building and the interstate, you should see a hill with several picnic tables. If you go on the hill towards the middle or crest of the retention wall, you should see a concrete drainage ditch that runs up the hill. Follow that ditch until it ends.
Continue walking in that direction until you come to the tree that splits up into three "prongs". Once you've reached that tree, look a little to the left. There should be medium sized tree about 13 feet away that doesn't have any branches until it forks into a " Y ". At the base of that tree you'll find the South Carolina Hiker (on the interstate side of the tree's trunk).
If you use (or have) markers be sure to bring red, blue, and black.
